The Reservation of Some Areas for Settlement and Cultivation of the Hilly Pancha Tripur and Halam Community.

Understanding the land reservations made by Maharaja Bir Bikram Kishore Manikya during his rule requires reading this page. In this context, “Pancha Tripur” alludes to Jamatia, Reang, Noatia, Puran Tripur (Debbarma), and Deshiya Tripur (the royal family and its members). And together, Kalai, Rupini, Bongcher, Molsom, Kaipeng, Hrangkhawl, etc., comprised the Halam community. It is suggested that one seeks the Rajmala of Tripura in order to gain knowledge about the Halam community and their categorisation. Under Order Memorandum No. 49 and 325, which were published in the Tripura State Gazette in Bengali, the late Colonel Maharaja Sir Bir Bikram Kishore Manikya set aside a certain amount of land for the aforementioned communities in order to provide them with future protection. The instructed memo and the Gazette, as written in the Gazette, have both been translated into English below. The land areas were mentioned in addition to the order. To better understand, it has been chosen to write independently. The ruler’s goal was unambiguous and uncategorised. It offers the chance to live in peace and harmony within the state without any disruptions, rather than depriving other communities or nations. Without a doubt, the portion of Maharaja Bir Bikram Kishore Manikya Dev Barman’s reserve that exists today is known to the people of Tripura as the Tripura Tribal Autonomous Area District Council (TTAADC) in Tripura.

ORDER MEMO NO. 49 PUBLISHED IN 1931 UNDER THE TRIPURA STATE GAZETTE

” Since it is the intention of this government to settle the hill people belonging to the Old Tripura, Noatia, Jamatia, Reang, and Halam communities in one place and engage them in ploughing work for the betterment of the national life, therefore, for this purpose, a minimum of 11,000 dronas of land within the lower boundary of the Kalyanpur area under the Khowai division may be reserved separately for the residence and cultivation of the said communities under the orders of clauses 1 and 2 below.

  1. The land occupied by all the subjects belonging to different nationalities and communities who are currently living or occupying land within these boundaries will be identified and considered outside this reserve. However, if they wish to abandon or transfer their land at any time, the government will appropriate it for a suitable price and include it in the reserve.
  2. Detailed rules shall be framed and published hereafter regarding the regulation of the land under settlement of the aforesaid communities, including Tripuras, who are the present residents of the prescribed reserve, and regarding new settlements, cultivation of land, and repayment of debts of the people. Dated, the 20th Bhadra of the year 1341 of the Tripura era.”

ORDER MEMO NO. 325 PUBLISHED IN 1943 UNDER THE TRIPURA STATE GAZETTE

” Whereas, for the purpose of improving the national life of the hill dwellers belonging to the Puran Tripura, Noatia, Jamatia, Reang, and Halam communities, by settling them in a designated place and engaging them in the work of tillage, the land specified as “Reserve” in the Kalyanpur area under the Khowai division by memo No. 49 dated 20.5.1341 Tring appears to be insufficient at present for the achievement of the said purpose, and since it appears necessary to reserve more land, it is therefore ordered that,

  1. A minimum of 1,950 square miles, i.e., 1,950,000 drones of land, within the following boundaries and described, may be reserved for the residence and cultivation of the people belonging to the aforesaid communities, subject to the following conditions.
  2. All the undivided Taluks and Khas holdings at present existing in the lands within the lower boundary of the settlement of the people belonging to the nationalities and communities other than the aforesaid hill communities shall remain outside the prescribed reserve, but no one shall thereafter transfer any land of this class to any person belonging to any community other than the aforesaid hill communities without the permission of the Government; otherwise, it shall be deemed to be a khas, and the Government may take possession of the land created by the khas and settle it with any person authorised by him. In the event of a shortage of buyers among the aforesaid hill communities at any place, the government may sell the land created by the Khas on payment of a suitable price or may give permission for its sale to any person authorised by him.
  3. No person belonging to the said hill community shall be entitled to transfer any land belonging to him within the prescribed reserve to any person of any other community by way of gift or sale, or to mortgage or to create a share plot, or to settle it in the name of a korfa, or to relinquish possession in any way. If he does so, it shall be deemed a violation, and the government may bring the land created by the Bahadur into private possession and settle it in the name of any person belonging to the said hill community.
  4. Detailed rules shall be framed and promulgated by the Council of Ministers later on regarding the proper management of the land owned by the hill tribes within the prescribed reserve (protected) land, the provision of new settlements and their cultivation, and the repayment of debts of the said tribes. “
